Five oversized photographs taken by Neal V. Clark, Jr. at the Norfolk, Virginia City Council meeting on January 13, 1959. The photographs include council members Martin, Perkins, Abbott, Duckworth, Page, and Layton. There are two photographs showing members of the public in attendance, including Archie L. Boswell, Edmund D. Campbell, and Mrs. W. T. Mason (Vivian Carter Mason). Two of the photographs show attorney for the Norfolk Public Schools Committee Archie L. Boswell addressing the council, advising council to not pass the proposed resolution to withhold funds for Norfolk Public Schools above grade 6 beginning February 2, 1959.
