The caption reads: "Comprising cargo vessels, tankers and passenger ships, part of the idle fleet lies at anchorage in the James River at Norfolk, Va. War Shipping Administration officials expect the boneyard fleet to grow between 300-350 vessels by next June 1. Ships are being routed to the James anchorage at the rate of three a day."
